New Qaeda-Linked Group
Gains Foothold in Somalia, ICG says

Islamic extremists with ties to the al-Qaeda terrorist network are
making inroads in Somalia, the International Crisis Group warned in a
report expected to be released this week.
"Somalia has witnessed the rise of a new ruthless independent jihadi
network with links to al-Qaeda," the report said, adding that the new
group was based in lawless Mogadishu and led by a young militia leader
trained in Afghanistan.
It is unclear whether the new jihadi group is linked to al-Ittihad, a
Somali Islamist militant group with ties to al-Qaeda, according to the
U.S.-based Center for Defense Information.
Al-Ittihad fighters are suspected of taking part in the 2002 suicide
bombing of an Israeli-owned hotel in Mombasa, Kenya, which killed 18
people, and the failed missile attack moments later on an Israeli
airliner bound for Tel Aviv.
"Theres information that there are extremists operating in Somalia,
which has a history with radical Moslem groups like al-Ittihad. But we
have no hard evidence as yet that the extremists are linked with
al-Qaeda," said Tariq Chaudhry, an aide at the United Nations political
office for Somalia.
Fears of a renewed civil war in Somalia have intensified in recent
weeks. The countrys new transitional government, led by President
Abdullahi Yusuf Ahmed, has sought to enlist an army large enough to
overtake Mogadishu, Somalia's bullet-pocked capital that for nearly 15
years has been ruled by rival warlords and militia groups.
Since leaving their haven in neighboring Kenya in June, Yusuf and his
ministers have been confined to Jowhar, a small town about a 150
kilometers north of Mogadishu.
The rising insecurity has led several aid groups, including the United
Nations food program, to scale back operations in Somalia.
A human rights activist has been murdered and several relief workers
have been kidnapped in recent weeks. In late June, a U.N.-chartered
ship carrying food aid for 28,000 survivors of the December tsunami was
hijacked by pirates.
