Carl Ford, appointed by GWBush to assistant secretary of defense for intelligence and research, and James Kelly, appointed by GWBush to assistant secretary of state for East Asia, are the American officials named as being "paid off" to covertly influence U.S. politics. The "slush fund" was set up by Taiwan's ex-president Lee Teng-hui through the Taiwan National Security Bureau. Carl Ford was ex-CIA official and a former prominent defense official in the Reagan/Bush Sr. administrations, and a lobbyist for GeneralDynamics. In April 2002, Taiwan reacted with a proposed Laws of Organization and Exercise of Power of the Legislative and Judicial Intelligence Committee, forming a legislative intelligence committee to oversee the nation's intelligence operations and institutionalize and legalize the supervisory bodies.
