The Army's code name for military plans to put down civil disturbances. It was activated during the 1992 riots in Los Angeles, the 1999 WTO meetings in Seattle, the 2000 Philadelphia Republican National Convention, and the 2000 Democratic National Convention in L.A. Many critics are concerned, that this program includes the so called modern "concentration camps", named REX84 program and upgraded since the Sep11th attacks.
