From 911Encyclopedia:

Sandy Berger was former Clinton National Advisor, who warned of a pending terrorist attack in 2001. The incoming Bush administration in 2001 ignored dire warnings from Berger that Al Qaeda was the major security threat facing the U.S. Instead, the new administration focused on the war on drugs and even funneled "humanitarian" aid to Taliban-run Afghanistan as a reward for the fundamentalists' eradication of an opium crop. However, behind closed doors, as Berger said, that at least one report included a warning that they'd spend a lot of time on Al Qaeda.
